For longtime NCIS viewers, Michael Weatherly walking back into the Washington, D.C. headquarters as Tony DiNozzo is more than a familiar face returning to a familiar workplace. It is a reminder of an earlier era of the CBS franchise, when Tony, Gibbs, McGee, Ziva, Abby, Ducky and the rest of the team helped turn NCIS into one of television’s defining procedural dramas.

And while nostalgia is obviously part of the equation, Weatherly himself has pointed to two much bigger reasons for why the timing of Tony’s return makes sense. One of them is directly connected to CBS bringing another NCIS legend back into the spotlight: Mark Harmon.

The result is a Season 24 that appears to be deliberately connecting the franchise’s past with its present rather than simply bringing back an old character for a quick cameo.

And that brings us to the first major reason for the timing of his comeback.

Reason No. 1: CBS Is Leaning Into the Power of the NCIS Legacy

Weatherly’s return is happening during a particularly nostalgia-heavy period for the NCIS universe.

The franchise is no longer just one television series. It has expanded into multiple shows, different generations of characters and stories that allow CBS to revisit recognizable figures while continuing to build new ones.

But the most striking part of the current strategy is Mark Harmon’s return as Gibbs in NCIS: Origins.

And Weatherly has explicitly connected the timing of his own return with what CBS is doing around Harmon.

In an interview with TV Insider, Weatherly explained that one practical reason for his comeback is the way CBS is building its Tuesday-night NCIS programming. If Season 24 wants to use Tony’s return for more than nostalgia, his relationship with McGee is an obvious place to start.

CBS has not announced a Ziva appearance in the Season 24 premiere, and the official storyline focuses on Tony’s arrival in Washington and the new case facing the NCIS team.

But Tony’s history with Ziva naturally creates questions.

Could she appear later?

Could the Tony & Ziva storyline affect Tony’s decisions?

Could the new NCIS season become another chapter in their family’s story?

Those remain separate from what CBS has officially confirmed.

What is clear is that Tony no longer exists as the same character he was when he left the original series. His relationship with Ziva and their daughter is part of his established history now, and that history can inform how he behaves in Washington.

CBS Is Building a Larger NCIS Universe

There is also a bigger franchise strategy behind all of this.

CBS has been increasingly willing to connect its NCIS shows through returning characters, crossovers and shared mythology.

That is a packed setup.

It places Tony directly inside an active NCIS investigation instead of treating his arrival as a standalone reunion.

And the title itself feels appropriate for a character who has spent years away from the organization.

Tony is coming back, but he is not necessarily coming back to the same place.

The people are different.

The leadership is different.

The stakes are different.

And Tony himself is different.

That is where the two big reasons for his return ultimately come together.
